Description: This plan takes a detailed look at indoor recreation facilities provided by Denver Parks and Recreation to identify and address gaps and inequities in service across the city, and determine the functionality of existing centers. The plan focuses on physical assets rather than programs, with the intent of matching facilities to the needs of the public. It also suggests a capital funding strategy for the next 10 years. The GRASP methodology was utilized extensively, including a complete qualitative and quantitative inventory all existing spaces within the existing centers, and to measure Levels of Service (LOS) for key components. GRASP allowed standards and targets to be set for things which have no published or commonly-accepted standards.
